09 Apr 2006In Chittagong. He is considered as a pioneer in Bangladesh shipping and one of the Senior-most Bangladeshi Merchant Seafarer.
Joined then ‘Royal Pakistan Navy’ in 1949 and served for 10 ½ years. Represented Pakistan in the “Queen’s Coronation” in London in 1953 and received ‘Queen’s Coronation Medal’. After resigning from the Naval services joined the ‘Pakistan Merchant Navy’ in 1960 as 3rd Mate and subsequently obtained ‘Certificate of Competency’ as 2nd Mate, 1st Mate and Master of foreign-going Merchant Ships from U.K. in 1962, 1963 and 1966 respectively.
Served Government service in the “Mercantile Marine Department” as the ‘Nautical Surveyor’, ‘Engineer & Ship Surveyor’ and ‘Principal Officer’ (POMMD), Member (Operation) and Acting-Chairman of the Chittagong Port Authority and Acting–DG Shipping. He was also in charge of “Seamen’s Training School”, “Marine Fisheries Academy” and “Deck Personnel Training Centre” for Bangladesh Inland Ships at Narayangonj, Dhaka. He was the first Bangladeshi Commandant of Marine Academy and later prior to his retirement he was again assigned as ‘Commandant’ of ‘Marine Academy’, for planning the development and execution its projects at a cost of about Taka 410 million. He was ‘Project Director’ of the ‘Development of Marine Academy, Master Plan (Phase-1)” also as ‘National Project Director’ of “UNDP / IMO Marine Academy Project BGD/79/029”, During his tenure (1987) the IMO designated the ‘Marine Academy’ as one of the branch of the ‘World Maritime University (WMU)’ for Asia and Pacific region.
He led Bangladesh Mission to the ‘IMO Conference’ in London (1977). He was ‘President’ of “The Society of Master Mariners, Bangladesh”, ‘President / Convener’ of “Marine Surveyors Association of Bangladesh” and is a Member of ‘Nautical Institute (MNI)’ U.K.
At present the ‘Chairman’ of the ‘Marine Associates (Pte) Ltd.’ and ‘Oceanic Group Inc.’, two leading Marine Consultation and Survey firms in the Port City of Chittagong, Bangladesh and delivering part-time lectures to Seamen in the ‘Seamen’s Training Centre’, Chittagong. Also an On-Call Examiner of Masters and Mates (F.G), Department of Shipping, Govt. of Bangladesh.
Writing – “A THOUGHT ON DEEP SEA PORT AT MOHESHKHAL, CHITTAGONG, BANGLADESH” have well been discussed in number of seminars and published in the National Dailies and Government of Bangladesh has accepted it as a project. The plan, if completed, would earn more than 100,000 million Taka per annum.

Injured Mariner's family suing Bangladeshi manning agent
"...........This is regarding my brother in law Deck Cadet Syed Majidul Haq who had an accident in Saudi Arabia on January 18, 2003. He fell down from a height in the ship on the job and had brain injuries. He was treated at Al Mana hospital in Dammam and was sent back to Bangladesh before being 100% OK on 8th of March 2003 and Saudi Shipping Corporation is not willing to pay any compensation or support any further medical expenses. We are planning to file a lawsuit against the agent in Bangladesh. Please forward this message to marine community around the world and let us succeed in bringing the justice......."

During period preceding the Liberation War he served as Nautical Surveyor, MMD, Chittagong, from May 1964 to Nov 1965. Due to acute shortage of instructors, he was assigned additional duty as Nautical Instructor of Marine Academy, Chittagong. He mentions one of his illustrious student, Capt. Ahsanul Azim, former Director General, Department of Shipping, Dhaka.
In order to restart operation of the war devastated Chalna Port, he persuaded Capt. Zahir Uddin Mahmud (former Member Operation and Act Chairman, Chittagong Port Authority), Capt. Belayet Hussain, Capt. Ferdous Ahmed and (Late) Capt. Muzammel Haque, all holding First Mates Certificates at the time to join as Pilots in Chalna Anchorage. Both Capt. Zahir and Capt. Belayet had served with him as Deck Cadet and later as Chief Officer and 2nd Officer respectively.
Since the liberation of Bangladesh, he held some very important positions in the Ports & Shipping sector. In brief: Marine Superintendent BIWTA from Sept 1971 to Dec 1971. Harbour Master & Traffic Manager , Chalna Anchorage from Jan 1972 to Oct 1972. Port Director, Chalna Anchorage, from Oct 1972 to May 1977. Member (Operation), Port of Chalna Anchorage from June 1977 to Oct 1978. Chief Nautical Surveyor, Dept of Shipping from Oct 1978 to Aug 1980. During this period held the additional charge of the Director General Dept Of Shipping. Principal Officer, MMD, Chittagong from Sept 1982 to April 1985. Member (Operation), Chittagong Port Authority from April 1985 to Sept 1987. Director General Dept of Shipping from Sept 1987 to Sept 1990.
Mr. S M Aminul Islam, Chief Engineer, former Manager (Marine Workshop), BSC, Chittagong is his younger brother.
He has two daughters and a son. The elder daughter, Disha Ashraf (MBA, BUET) is married to Dr. Mesbah Uddin (former Prof of Mechanical Engineering, BUET) is now living in Charlotte, North Carolina, USA where Dr Mesbah Uddin is working as Associate Prof of Engineering in the University of North Carolina. She has a daughter Maiysa, 17 and a son Abrar 11. His only son Dr Shovon Ashraf is a PhD in Molecular Biology, has been Research Fellow in the Dept of Molecular & Cell Biology, Harvard University until March, 2007. He is now working for Sterne Kessler Goldstein Fox, Attorneys at Law, Washington DC. The younger daughter Rasha Ashraf has received MS degree in Industrial Engineering from the Urbana-Champaign University, Illinois. She now lives in Atlanta, GA, USA, and has obtained doctoral degree in Finance from GeorgiaTech University where her husband Dr Shabbir Ahmed is Professor of Industrial Engineering. She is now working as Asstt Professor in the Georgia State University. She has two daughters Raeeva and Umana of 6 and 4 years age respectively.
He attended Govt. High School (1950-52). He is residing in Dhaka Cantoment with his wife Zubeda Ashraf (09/12/62). Capt Islam is the Founder President of the Bangladesh Society of Master Mariners, Chittagong.

Later joined Trans Oceanic Steam Ship and served eight years. He obtained his 2nd Mate, Chief Mate and Master Mariner certificate from Pakistan in 1968, 1970 and 1973 respectively. In 1973, he joined Bangladesh Shipping Corporation (BSC) by taking over the command of M.V. Chattagram. Served BSC as Master for 17 years. For a brief period he also served BSC as Marine Superintendent. His last command was "M.V. Banglar Maya", which he handed over on 12th February 1991 and retired from BSC in 14th August 1991. His children’s are Capt. Shamsuddin Chowdhury (16th), Master Mariner; Capt. Salahuddin Chowdhury, Master Mariner; Mrs. Rabeya Wazed, BA; and Md. Imamuddin, 2nd Engineer. In 1999 he and his wife performed holy Hajj. He is residing in Halishahar, Chittagong with his wife and family.
