Coming October 2002, election of Bangladesh Merchant Marine Officers Association will be held.
For vote you will have to be member of association.
Capt Jahangir Kabir will do the re-election with a competent committee who are those who are popular & honest in the marine society. Some other captain will make also committee for the vote.
From overseas to collect the vote you will be informed accordingly from election commission. Election Commission already been selected.
We require a bravo committee for the Marine Environment.

Recent Changes in Bangladesh government posts related to Shipping
Commodore Ghulam Rabbani ( Ex Chairman, Chittagong Port Authority, Chittagong) has joined as The Director General, Department of Shipping, Government of Bangladesh, from 01 Aug 2002. 
Commodore Zulfiker (Retd.) has joined as The Chairman, Chittagong Port Authority, Chittagong, from 25 Jul 2002.
Capt. AKM Shafiqullah (10th) has joined as Principal Officer, Mercantile Marine Department, Government of Bangladesh, Chittagong, from 01 Jul 2002. Before joining as POMMD he served as Nautical Surveyor of Department of Shipping. His other two colleagues are Capt. Habibur Rahman (10th), Nautical Surveyor and Mr. Shafiqul Islam (14th), Engineer Surveyor.
Commodore Khurshid Alam (Retd.) is serving as Chairman, Mongla Port Authority, Mongla, for last few months.

Died of heart attack on 31 Aug 1995, at the age of 51. He studied in Armanitola Govt. High School and Notre Dame College. He is remembered by his five children and wife. This profile was received from his eldest son serving BAF.

Duty of care
This is another tragic incident ( death of Capt. Ansari ) that reminds us about our lack of appreciation of basic safety. I am deeply shocked to know about the whole incident. How many more of this type of tragedy will change our way of thinking about safety. I am sorry to say but I know and many of you will also agree with me that in our shipping culture right from the top to the bottom neglecting safety and taking unnecessary risk is deeply rooted. From my experience with BSC and other private shipping companies I can say we often laugh at some one if he is a bit conscious about safety. Taking dangerous risk to get a job done with out thinking about the basic safety is often encouraged in our daily ship's life. If we do not change the basic culture of our shipping industry these tragedies will continue. "Duty of care" concept from OH&S acts around the world can definitely help to improve the situation but with so many other basic problems that will will be too much to ask for.

Capt Ansari's premature death.
It's unbelievably shocking to loose life in this way. I am deeply shocked to see this news. My heart goes to the family and friends of the deceased. May Allah (SWT) give his family courage to bear this irreplaceable loss. I pray for the departed soul to be in peace. IMPORTANCE of wearing LIFEJACKET and other PPE based on risk assessment could have saved this soul from facing such an undesirable consequences. And it should be a lesson to learn and remember for all those who are engaged in seafaring business.

How long?
Death of Capt. Ansari and others very shocking indeed. I feel very deeply for those who have lost their lives and for their families. But for how long we will continue to lose our friends and collegues rather unnecessarily. So many valuable lives have been lost at the Chittagong Outer Anchorage just by ignoring the very basic safety precautions and that is also by those seasoned and senior mariners. I think this website can take a pioneer step to prompt personal safety awareness among mariners who make regular or occasional trips to outer anchorage by trawler or country boat. Please have your own lifejacket and put it on before stepping in the boat or make sure your company provides one for each person taking such trip. I want to draw mariners attention on another potential danger--draft reading. So far I can recall 2 incidents at Chittagong. Outer anchorage and one in Kobe anchorage, where mariners lost their lives. At this 21st century we must voice our concern for sending people overboard hanging on a collie ladder to read draft, instead we should have remote draft gauge fitted in every ship. What you say?

Thank you for your email of 3 December on above.

Medical Fitness Certificates issued under the authority of the Maritime Administration of the USA in compliance with ILO Conventions 147 or 73, is acceptable to the MCA under the Merchant Shipping (Medical Examination) Regulations 1983 (SI 1983 No. 808), as amended. The Coast Guard Office in Washington DC should be able to give the deatils of their approved doctors in your area.

MCA, in general, will accept the medical fitness certificate issued by a bonafide medical practioner in the USA for the purpose of revalidation.

Shipping agents in the USA arrange for medical examination of seafarers in many ports and one of them nearest to you should be able to advise you on this matter. Some companies like, Exxon Mobil, Shell etc, also have doctors who are approved to carry out medical examinations for their own employees.

General information on medical certification for seafarers is given in Merchant Shipping Notice (MSN) No. 1760 (M). The MCA website address is:

Capt. Khairul Anam (9th)                            
On 21 Dec 2001, he returned home after a two-week heart treatment at Papworth Cardiac Hospital, Cambridge. An Angioplasty (ballooning) was done on a section of his left main coronary artery. He wrote " ......... Angioplasty is not a surgery - it is rather a cardiac procedure, done by inserting a probe and 'balloon' through the main artery at the groin without opening the chest. A balloon is then inflated to open up the narrowing and then placing a small stainless steel mesh at the expanded section of the artery to prevent it from collapsing. Regular check-ups are then required.........".   He is recovering well.  Capt. Anam requested Doa from everybody.  22 Dec 2001

A 30 year Old Newspaper Article
Mr. Ashraf Azwar (7th) sent this article and wrote, "....document I forwarded to you was written by one journalist Rahman Syed of the Daily Morning News, Dhaka. It was a leading newspaper at that time and is still published from Karachi. ........Mr. Rahman Syed was one of the invitees to our 7th batch batch's Passing Out ceremony. He wrote this article after attending the ceremony which no doubt was a grand one. ......... This article was given as gift to me by my batch mate Capt. Eight Cadets to Japan on a training scholarship             
Eight cadets from 35th batch of Marine Academy, Chittagong, went to Japan on a scholarship sponsored by Seamen Employment Centre of Japan, Department of Transport, Japan. They will complete a 14 moths training in three phases in Japan. They will attend a pre-sea training, an on-board training on a training ship of Marine Technical College, National Institute of Sea Training and finally on-board vessels of prominent Japanese shipping companies. Training started on 15 October 2001. The scholars are:

Capt. Azizul Islam (1st)                              
In Chittagong. He was visiting Australia in October 2001, to attend prestigious "Port Fairy Spring Music Festival" in Melbourne, an annual international music gala as an invited performer. For those who don't know, Master Mariner Capt. Islam is an internationally acclaimed flute artist.

In this three day long festival, he performed on Sunday, 14 October, from 1130 to 1230 hours for the festival. His segment of performance was appropriately named "Sounds of Bangladesh". He was accompanied by the famous Indian tabla maestro, Ustad Sabir Khan (Padmavushan).

During his week-long stay in Melbourne, Capt. Islam and Ustad Sabir Khan performed another concert on Saturday, 20 October, at the Melba Hall, University of Melbourne. It was attended by all sections of Melbourne community including a large number of locals.

In addition to the concert, Capt. Islam's stay at Melbourne was quite a busy one. On the 17th October, he was the Guest Speaker at the Rotary Club of Chadstone/East Malvern where one of our seafaring community, Capt. Nurur Rahman, is a member. For those of us unaware of the fact, Capt. Islam has been actively involved with the Rotary movement for over 15 years and is currently a member of the Rotary Club of Islamabad, Chittagong.

On the 18th October 2001, Capt. Islam attended as the Chief Guest at a Dinner reception by mariners and theri amilies resident in Melbourne. The reception was organised jointly by Mr. Mohd. Dilwar Ali (6th) and Capt. Khaled Saifullah. It turned out to be a gala evening with a real surprise for the guest. For the first time since 1962, Capt. Islam was re-united with one of his batch mate from Marine Academy, Chittagong, Mr. Riaz Hussain (1st). It was an eventful evening for the two of them and also for all mariners and their families. Changes in Singapore Marine Academy Policies            
Singapore Marine Academy stopped allowing exemption for Mathematics and Physics from Marine Academy, Chittagong from January 2001. Class 3 tuition fees increased from S$1900 to S$2500 from next course.

From Bangladesh Class 3 Deck to UK Class 2 Deck       
Officers with Bangladeshi Class 3 Deck can come to UK for their CLass 2 Deck certificate.

MCA requires you to clear Coastal Navigation (Chart Work) and Operation Safety (Stability & Cargo Work).

If your GMDSS & Advanced Fire Fighting from Bangladesh (i.e. not UK approved) you will need to do those.

If you are coming to South Tyneside College they will allow you to sit for the exams while continuing the courses of Class 2 Deck.

If you are going to other college check it with your college.

The SQA exams are in March, July and November. So, plan accordingly if you need to clear those exams before joining the course, just come a bit early to sit the SQA exam.

In Chittagong. In early 2001, he visited his third son Mr. Mo Anwar, in Dallas, Texas, USA.  During his stay in US, he visited New York. He and his wife was the guest of honor of Abul Hossain (18th) in New York. He was given a small reception at a local hotel in New York by few Ex-Cadets.   During his return, he stopped in Singapore to stay few weeks with his second son Mohiuddin A. Farooq (19th) . Tarek Mahmood (29th)'s Kidney Transplant Successful          
Tarek Mahmood (29th) successfully went through the kidney transplant operation on 3rd April, 2001 at Chennai, India. Now he is in an apartment for post operative care & observation. He will stay there till June 2001. He is recovering and taking normal food.

Tarek Mahmood (29th) is Waiting Kidney Transplant           
Waiting in Chennai (Madras), India, for Kidney Transplant. He was serving Fast Marine Co., Japan, as 3rd Officer. Both of his Kidneys are damaged. It was first diagnosed in December 2000, when he fell sick on board a vessel in Calcutta. After return to Bangladesh he was taken to Vellore, Chennai, at CMC Hospital. His family arranged a Kidney donor and is waiting the transplant. He needs all your prayers and good wishes. His elder brother Tanveer Mahmood (25th) sent this news.

Shabash Bangladesh !!
Students from Bangladesh did excellent in regional international programming competition. This prestigious competition was organized by Association for Computing Machinery, ACM, world's leading educational and scientific computing society. ACM ICPC 2000  competition was held at IIT Kanpur, India, in December 13-16, 2000. Bangladesh University of Engineering and Technology's, "LOOPERS" team snatched the first position.  And they qualified to compete in the world final to be held in Vancouver, Canada, in March, 2001. This was the second time Bangladeshi students seized the First position in this prestigious regional competition.

Bachelors degree in Naval Architecture & Marine Engineering from the University of New Orleans, Louisiana, US.           
Advanced Diploma in Marine Engineering (generally this is the class 2 & 1 combined course plus some extra courses such as Computer Programming, AMR Project, Engineering Mathematics etc.) from Singapore Ploytechnic is accredited by the University of New Orleans. Which means four semester exemption towards the bachelor degree in Naval Architecture & Marine Engineering from the University of New Orleans. So, a student will have to complete only 5th and final 6th semesters in the University of New Orleans to get the four years graduation. It can be completed by studying 14 months in the US.

Bangladeshi certificates accepted in Singapore           
For AMT diploma (includes COC 2/1 Ddck course) in Singapore, fees should be paid during final admission. Bangladeshi GMDSS, Advanced fire fighting & all other certificates are valid to Singapore MPA, if certificates are endorsed with STCW95. Medical fitness certificate issued in Bangladesh is also valid if same dated endorsement available in CDC by the Shipping Master or documentary proof that the Port Medical Officer is authorised by shipping authorities in Bangladesh. Now I am scheduled to complete AMT course around November 2000 from Singapore Polytechnic. My all STCW95 endorsed certificates were accepted by MPA Singapore. Please note that MTT department of Singapore Polytechnic been renamed as SINGAPORE MARITIME ACADEMY.

A light at the end of a tunnel for mariners           
Society of Master Mariners is involved in negotiation/litigation of mariners who have been deprived from his salary/other company benefits. At least two cases are in the court of law at present where verdict is given in favour of seaman. Society is involved to settle finally. Details of story will be sent after final settlement successfully. Please inform through your web-site to all mariners serving in Bangladesh Shipping who are deprived from his salary/other benefits, may proceed to court of law successfully with our Society lawyers. Md. Shafiul Azam (28th)             Expired on 01 April 2000
" ....................... In December, 1999, one of my batchmate, Md. Shafiul Azam joined there as 2nd mate. But I am deeply shocked and surprised to know that on the 1st April, 2000, he was found dead in his cabin bathroom. Though the proper investigation has yet to be done, but after a conversation with the master of the vessel by telephone it was found that after the Asar prayer (the whole complement is fortunately from Bangladesh) he was absent in dinner. But when time came for watch handing over the 3rd mate couldn't get him on the phone. After a long try he informed the Chief Mate. When the matter went to the master he opened the cabin with master key and found Shafiul passed away (inna.........) in his cabin lavatory. He had some bruises on his back side of head and a deep mark of laceration in right side of the forehead. The ship was on her way to Japan from Australia. She is supposed to reach Japan on 7th April, 2000. The most shocking thing is that he became a father of a sweet daughter just three months earlier but he couldn't give his child a hug.. We pay our deep tribute to Shafiul Azam and pray for his departed soul. He was a very nice guy as best way possible known to us, very much perky, self styled and very enthusiastic about his carrear. He was only 27..............."

In Dhaka. Joining Haripur 115 MW Diesel-Gas Power Plant on the 1st February with other five Marine Engineers. Satying in Uttara with his wife Mrs. Shevana Alamgir and two sons. His elder son Sheezan Ahmed Alamgir Kashfee is nine and younger son Fardeen Ahmed born on 26 November 98.

Forty Years Anniversary of Marine Academy         
Some of the brave mariners are thinking of having a great get together in approximately December 2001 to mark the Forty Years Anniversary of the alma meter, Marine Academy. If anybody has any suggestion how to celebrate this day in most befitting manner, he is welcome. Bangladeshi or Bangladeshi originated mariners all over the world will have great fun. Suggested venue "Marine Academy, Chittagong", Accommodations own or Agrabad hotel or similar, timing will be around the Eid-ul-Fitr.
